The hydrogen industry is very much in its infancy. There are many reasons why hydrogen pipelines and associated infrastructure are unlikely to demonstrate market power. Our submission to Energy Ministers' Consultation Paper proposing to extend the national gas framework to hydrogen and renewable gases proposed a gradual approach to regulation that supports the development of the market for renewable gases.
