Adam Collins

Adam Collins is the Executive Manager, Advocacy & Policy at Energy Consumers Australia.

Jo De Silva

Jo De Silva is General Manager Retail Policy at the Australian Energy Council. She brings extensive experience representing the interests of energy consumers through regulatory and technical processes, including senior roles with the Energy & Water Ombudsman SA and AEMO's ISP Consumer Panel. She has also contributed to major energy market reforms through advisory and technical groups associated with the Energy Security Board, AER and AEMC, and was a member of the National Customer Code Council for Comparators and Moving Services.

Previously, Jo led energy policy at the South Australian Council of Social Service and convened the National Consumer Roundtable on Energy.

Alison Demaria

Alison Demaria is Head of Policy and Regulation within CS Energy’s Energy Transition division. She has more than a decade of experience in market policy, market design and market modelling and seeks to drive advocacy for the right power system and market settings to facilitate the transition to a low-carbon energy system.

Prior to joining CS Energy, Alison worked in a variety of roles focused on the energy transition at AEMO, the Clean Energy Council and the Victorian Government.

Jordan Dodd

Jordan Dodd is the Manager, Wholesale Market Regulation at AGL energy where she leads advocacy and regulatory strategy on energy market reform and the broader gas and electricity markets. Jordan has more than a decade of experience spanning the energy industry, government, policy and legal sectors, including previous roles with Epic Energy, local government and the South Australian Parliament.

Admitted as a lawyer in 2025, she brings a strong understanding of Australia’s gas and electricity regulatory framework and has represented industry and market interests across numerous government, regulatory and reform processes.

Gavin Dufty

Gavin Dufty is National Director, Energy Policy and Research at St Vincent de Paul Society Australia, where he leads research, policy analysis and advocacy across electricity, gas and water services. A highly regarded consumer advocate, he plays an active role in regulatory and policy development, representing the Society and providing expert advice to industry participants, government agencies and market advisory bodies, including the AEMC, AEMO, AER and Victoria's Essential Services Commission.

Gavin also serves on the Board of Energy Consumers Australia, helping shape energy policy and market reforms in the interests of consumers.

Ben Eade

Ben Eade is the Chief Executive Officer at Manufacturing Australia.

Libby Hawker

Libby Hawker is a senior regulatory and compliance leader and General Manager, Regulatory Affairs & Compliance at Shell Energy Australia. She has over 20 years’ experience in energy market regulation and policy, with expertise in industry transformation initiatives, wholesale markets, consumer protection frameworks and governance across the Australian energy sector.

Libby has held senior roles spanning market development, risk management and operational leadership. She holds a Bachelor of Economics and Bachelor of Arts from Monash University and serves on the Board of the Australian Energy Council.

Dean Lombard

Dean Lombard is a former social worker and energy specialist with more than 20 years’ experience advocating for consumers on housing and energy issues through his work with Renew and other not-for-profit environmental and community organisations. He has helped shape policy and regulatory reform relating to energy customer protections, energy tariffs and pricing, rental housing standards, and the integration of new energy technologies into the energy system.

Dean represents consumer interests for a range of industry and government advisory bodies, helping ensure policies and proposals deliver practical and equitable outcomes for households and communities.

Andrew Richards

Andrew Richards has more than 35 years’ experience in the energy sector spanning policy development, stakeholder engagement, strategic planning and advocacy. As Chief Executive Officer of the Energy Users Association of Australia (EUAA) for the past nine years, he has represented the interests of large commercial and industrial energy users and established the EUAA as a respected voice in energy policy and market reform.

Andrew plays an active role in major regulatory and market reform processes through advisory groups and stakeholder forums convened by industry players, AEMO, the AEMC, ACCC and governments, advocating for efficient, consumer-focused energy outcomes.

Robyn Robinson

Robyn Robinson is a Director at Council on the Ageing (COTA) in Queensland and is representing COTA Australia on the PRAC.

Megan Wheeldon

Megan Wheeldon is Head of Energy & Carbon at BlueScope.

Steven Wright
