GGP Access Arrangement Revision
Goldfields Gas Pipeline 2025-29 Access Arrangement
Goldfields Gas Transmission Joint Venture (GGT JV) is revising the Goldfields Gas Pipeline (GGP) access arrangement for the regulated parts of the GGP as required under the national gas legislation.
Parts of GGP are ‘covered’ (“Covered GGP’) and fully regulated under the National Gas Law (NGL) and National Gas Rules (NGR).
The access arrangement for a fully regulated pipeline sets out, amongst other things, the reference services that can be provided using the pipeline, the terms and conditions on which those services will be provided, and the reference tariffs for the services. The access arrangement serves as a benchmark for negotiating access to pipeline services that are offered by means of the regulated pipeline.
As the service provider of a regulated pipeline, GGT is responsible for developing and proposing a relevant access arrangement for Covered GGP. The access arrangement is subject to regulatory oversight by the Economic Regulation Authority (ERA) who is responsible for assessing the proposed access arrangement against the legislative requirements set out in the NGL and NGR and approving a compliant access arrangement.
We are seeking to engage with interested stakeholders to help prepare the proposed revised access arrangement and have prepared a draft stakeholder engagement plan for consultation.
Stakeholder engagement plan
To help customers and other stakeholders understand the regulatory process and ways that they can engage, we have prepared a draft stakeholder engagement plan.
The draft plan seeks feedback from customers on the proposed engagement approach.

Reference service proposal
The first step in revising the GGP access arrangement required GGT to submit a reference service proposal to the ERA.
GGT’s reference service proposal was published by the ERA in February 2023. The proposal and other information can be found here.
First look at positions paper
We are seeking feedback from customers on our plans for the 2025-29 regulatory period. The first look at positions paper outlines our key strategies and investment plans that will maintain safe, secure, and reliable service delivery. The paper can be found here.

We will consider feedback received as we finalise our revised access arrangement due to be submitted to the ERA on 1 January 2024.
Proposed Access Arrangement for 2025-29
GGT submitted its revised Access Arrangement for the 2025-29 regulatory period to the ERA for review and approval in December 2023.

ERA Draft Decision for 2025-29
The ERA published its draft decision on the proposed GGP access arrangement for 2025-29 regulatory period on 25 July 2024.
