About the KKLP project

The KKLP Project comprises the following main components:

  • A buried, steel, medium diameter (approximately 14-inch), medium pressure (up to 6.9-megapascal) transmission pipeline of up to approximately 21 kilometres long to provide a gas supply from the existing Sydney to Newcastle pipeline (Plumpton to Hexham Northern Trunk) to the Hunter Power Project.
  • A compressor station at the end of the transmission pipeline to boost gas pressure to the required inlet pressure of the Hunter Power Project.
  • A buried, steel, large diameter (approximately 42-inch), high pressure storage (up to 15.3-megapascal) pipeline of approximately 24 kilometres in total length downstream of the compressor station to hold up to 70 terajoules of gas ready to supply the Hunter Power Project at the required inlet pressure.

A compressor station and storage pipeline are required as part of the KKLP Project to provide sufficient gas volumes and pressure to meet the supply requirements of the Hunter Power Project.

The pipeline alignment has been selected with consideration for the environmental values of the local area, compatibility with the local terrain, limited number of landholders impacted, and consideration of current and future land uses.

The KKLP Project, including all associated facilities, will be designed, constructed, commissioned and operated in accordance with Australian Standard 2885, a suite of standards outlining requirements for gas and petroleum pipelines that are designed, constructed and operated in Australia. The transmission pipeline will also be designed, constructed and commissioned in accordance with the relevant international standards for hydrogen piping and pipelines in order to maintain readiness for potential use of hydrogen in the east coast gas network. The KKLP Project also requires a licence under the Pipelines Act 1967.

Project approval

The project received approval from the New South Wales Government under the Environmental Planning & Assessment Act 1979 in December 2022 following a comprehensive and transparent planning and environmental approvals process.

The KKLP Project is a type of development known as Critical State Significant Infrastructure (SSI). APA submitted the Environmental Impact Statement (EIS) to the New South Wales Department of Planning and Environment (DPE) in March 2022. The EIS documents how the pipeline will be built and operated safely, and in an environmentally responsible manner.

Project location

The KKLP Project is located within the Cessnock City Council, Maitland City Council and Newcastle City Council local government areas, with the closest communities including Kurri Kurri, Heddon Greta, Cliftleigh and Gillieston Heights.

APA is committed to working closely with local communities to keep people informed about the KKLP Project. APA maintains cooperative and respectful relationships with landholders across over 15,000 kilometres of gas transmission pipelines throughout Australia, with the majority of these being located in rural areas. APA is committed to building similar relationships with landholders along the KKLP route.

Project timing

In September 2023, APA was granted a pipeline licence under the Pipelines Act 1967. Construction of the KKLP Project is planned to commence in October 2023. 

Community Grants Program

APA Group is committed to positively contributing to communities in the local and regional area of its Kurri Kurri Lateral Pipeline Project. As part of the commitment, we have established a Community Grants Program to benefit local communities.

Community groups and organisations located in the regions of the project pipeline alignment and within the Cessnock, Maitland and Newcastle Local Government Areas are encouraged to apply for funding or in-kind support through the fund.
